Now there are different rules for different trades too.
Mainly Ironworkers/ Steel Erectors.
They had to completely rewrite things 15ish years ago so that we could work.
The fall protection and tie off requirements are different for Ironworkers.
BTW Wearing the harness is an illusion of compliance.
I was carrying shingles up a latter by prolly 12-14, and you weren't "doing sht" until you could throw a bundle on each shoulder and scurry up that ladder. ( I'm sure OSHA would have a coronary these days) my Pa was "the man". And he had a couple crews of lumbees that could lay singles like you never seent lately...
These days I cut grass in long sleeves shirts eyes glasses and ear plugs..

Funny thing is these weren't roofers or iron workers. You could tell they worked for the company whose roof they were on, and they were lifted on the roof by a lull. I'm sure they just tied the harnesses off to the lull as they were being raised standing on a pallet. I'm not faulting them. I've done the same thing...
